Summary

  • Add LIFECYCLE_PERFORMANCE_BUCKET to Cloud Run env sync allowlist / shared fallback.
  • Needed so store-injected production drift can reach the NEW_RISK gate on trading services.

Test plan

  • targeted test_build_cloud_run_env_sync_plan_legacy_mode_uses_shared_env
  • After merge: run existing env sync workflow so Cloud Run receives the var

Codex takeover validation (2026-09-08)

Codex takeover: workflow exports LIFECYCLE_PERFORMANCE_BUCKET; GOOGLE_CLOUD_PROJECT fallback is scoped to the plan STEP env because GitHub forbids the env context in job env. Plan tests cover legacy and per-service missing/shared/default/target precedence. Offline targeted suite: 64 passed / 15 subtests; plan tests after step-scope fix: 12 passed. actionlint, Ruff, pinned dependencies and uv pip check passed. Legacy shell check fails before and after at its obsolete CLOUD_RUN_SERVICE_TARGETS_JSON assertion. No merge, deployment, env sync, provider, or broker operations.
